Which of the following most accurately describes the problem?

FROM OUR POLITICAL CORRESPONDENT IN its latest proposals for monopolies, mergers and restrictive practices, the Government has declared its intent, if returned, to include "commercial services" among the things which can be investigated by the. Monopolies Commission.

The trouble is that nobody today would care to define precisely what these services are. Transport is generally understood to be in this field but, as in other " services", the area is such that there would not appear to be monopolies (in the strict legal sense) within it.

A great deal of attention will be given to this problem of commercial services if a Conservative Government is returned, for it is pledged to introduce almost immediate legislation to tighten Mr. Ronald Cox, currently general manager of Bournemouth Corporation transport department, has been selected as the new transport manager of Edinburgh Corporation; the appointment is subject to approval of the town council later this month. Mr. Cox will succeed Mr. T. Gray, who is to retire later in the year. A native of St. Helens, Lanes, Mr. Cox began his transport career there in 1935 in a local department. He served in the R.A.F. in the Second World War, attaining the rank of Flt.-Lt. In 194S he was appointed traffic superintendent to Salford City transport undertaking. He went to Rochdale in 1953 as deputy general manager and engineer and was promoted the following year to general manager and engineer. Mr. Cox, who is 47, moved to Bournemouth in 1961.

Aid. A. H. W. Kimberlin, vice-chairman of the Leicester City transport committee, is to be the next Lord Mayor of Leicester. Aid. Kimberlin has been a city councillor since 1947.

Mr. R. F. Walton has been appointed group exports co-ordinator of the W. P. Butterfield group of engineering companies, with offices at 321-323 Grand Buildings, Trafalgar Square, London, W.C.2. Mr. Leslie Jones is the group's exports manager and is located at the head offices of W. P. Butterfield Ltd., Butterfield House, Shipley, Yorkshire.

Mr. Torben Humle has been appointed managing director of U.S. Industries Inc. Engineering Ltd., of Burtonwood, Lancs. Prior to joining U.S.I., he was with the overseas chemical division of W. R. Grace and Co. in New York.

Transport could pose a sticky problem. The railways will have to be excluded because they are a statutory body. So will shipping, because it is an interna

tional activity. The airlines are part State, part private. Road transport is similarly divided.

There would certainly be much discontent if the Commission was asked to investigate and report on any aspect of road transport while the railways—permitted by law to fix their charges. and refuse consignments—stayed untouched.

It might boil down to this: if there were any " understandings" among private road service operators which might work against the public interest, Mr. N. B. M. Smithson has been appointed general parts sales manager of the Perkins Group, Peterborough, and will be responsible for the marketing of all Perkins parts and accessories throughout the world. He will also retain his position as general sales manager of the group's outboard motor division, which he has held since 1962. Mr. G. H. Yarnold has been appointed service manager to the group's original equipment manufacturing customers. Mr. Smithson, who is 47, joined the Perkins Group in 1958, working in the export sales department. He later became personal assistant to the managing director of Perkins Engines Ltd., and then administration manager. Mr. Yarnold, 42, joined Perkins' service technical department in 1946 and subsequently became service technical supervisor and export service manager before becoming general parts service manager in 1960.

Mr. W. R. Rogers at present fleet engineer of the West Midland area, British Road Services, has accepted an appointment as service executive with Stour Valley Trucks Ltd., one of the leading Austin commercial distributors.

Mr. J. F. B. Davis has been appointed general service manager of The Normeir Tyre Co. Ltd., and will be responsible for the maintenance of service standards in the 23 Normeir branches.

Mr. H. C. Atkin (Shell-Mex and B.P.) has been elected chairman of the London centre of the Institute of Traffic Administration. Mr. H. C. Grace, of Grace Motor Engineering, is vice-chairman and Mr. F. Rushman, of J. and H. Transport Services, is the national council representative.

Mr. A. W. Andrews has joined Wayne. Tank and Pump Co. in a senior sales capacity. these could well be the subject of future investigation, not only under this 'head, but under the other provisions of last week's White Paper, which also brings "information agreements" under the threat of control for the first time.

The more the question of " services " is discussed, the more likely it seems that action against any practices held to be against the public interest would be taken through the Restrictive Practices Court rather than the Monopolies Commission.

Bus Trailer Regs. Soon

THE Commons has been told by Mr. Thomas Galbraith, Parliamentary Secretary to the Ministry of Transport, that he hoped his Department would soon be able to lay before Parliament the regulations allowing buses to tow luggage trailers in appropriate circumstances. "Though how soon I am sorry I cannot say", added Mr. Galbraith.

He said that the Ministry had now received comments on the proposals from the various interested organizations.

Mr. G. Orsbom has been re-elected chairman of the Southampton Area of the Traders' Road Transport Association. Mr. E. G. E. Hickox has been re-elected vice-chairman. Mr. W. R. Wright has been re-elected chairman of the Bournemouth, Poole and district area and Mr. R. A. Wood has been re-elected vicechairman.

At the annual general meeting of the Manchester division of the Industrial Transport Association Mrs. J. E. Haslam (Rylands Wireworks, Warrington) was elected chairman and Mr. E. Hallam (Hugon and Co, Ltd., Manchester) was elected vice-chairman.

Mr. A. J. Kelly has been appointed a director of J.C.B. (Research) Ltd., an associated company of J. C. Bamford (Excavators) Ltd. Mr. Kelly, who has been with the JCB organization for 11 years, retains his position as design director with J. C. Bamford (Excavators) Ltd.

Obituary

WE regret to record the deaths of Mr. John Alfred Clarke, Mr. William Denby and Mr. F. Gerards.

Mr. Clarke, who died at his home at the age of 62, was the founder and for many years proprietor of a transport business at Kettering, Northants.

Mr. Denby, who was 71, was managing director of William Denby and Sons, the Belfast coachbuilding firm. For 21 years he was chairman of the Northern Ireland branch of the Vehicle Builders' Association.

Mr. Gerards, who was manager of Spurling Motor Bodies Ltd. used commercial vehicle department, died suddenly following an operation. Mr. Gerardo had been associated with -commercial vehicle sales all his working life, and with Bedford franchises in particular since 1954.
