BECAUSE there is "an enormous turnover" of conductors, there is no need for any form of licensing for them, say the Association of Municipal Corporations in a memorandum to the Ministry of Transport on the Thesiger

No useful purpose would be served by introducing regulations relating to the conduct of drivers, conductors and passengers, as these could often be more of an embarrassment than a help to operators.
The A.M.C. agree that there should be regulations dealing with property found on trolleybuses and trams, as uniformity of procedure would be helpful. Up to an age limit of 15, say the Association, three chitdren should he reckoned as the equivalent of adults, and 12 passengers over 15 year should be allowed to he carried, on f bus used for conveying children.
Whether or not there are vacant seats on a vehicle, passengers should be allowed to stand, the number of standing passengers being up to the authorized figure. The Association. think it unreasonable' that no standing passengers should be carried if there is a vacant seat. "Good sense among conductors and passengers should be allowed to be exercised in matters of this. kind," say the A.M.C.
