is proposed to amend the Motor Vehicles (Construction and Use) Regulation, with the object of improving the safety of trailer-coupling. The effect of the amendments would be to make it an offence if the coupling of a trailer to a towing vehicle is such that the trailer could becoine detached accidentally. It would be a good defence to proceedings taken for contravention if it could be proved that adequate diligence and care had been exercised. In addition, it would be stipulated that if the distance between the two vehicles is more than 5-ft., the towing chain or rope must be made clearly visible, and the present limitation of the length of the tow rope or chain will be included.
Any comments on the proposals should be submitted to the Ministry of Transport not later than March 17, 1961.
