Which of the following most accurately describes the problem?

A WESTERN AMEY Roadstone Corporation coating plant in North Wales is trying to extend its operating hours after winning a major contract for road resurfacing. But it could face problems from residents in small villages around the plant who will lose an hour's sleep.

The Western plant was set up one year ago by Welsh Aggregates, with ARC owning a coating operation at the site.

Based at Burley Hill, Mercwys, Wales, ARC has won a contract to supply 70,000 tonnes of materials to resurface the M56 in Cheshire. The contract is due to last four months until October and will mean starting vehicle operations one hour earlier during the week at barn and lasting one hour later until 6pm. In addition, ARC hopes to get permission to operate on Sundays.

ARC will be taking its case before the local planning committee on June 7. If permission is granted, ARC will be taking on four more employees to help drive the 10 vehicles it has based at the plant.

Residents in villages near Mold are complaining that the extra lorries will cause misery through excessive noise and dust. One resident said: "What some of us fear is that once the first quarry gets this sort of permission, all the others in the area will follow its example, bringing almost total extinction to country life as we know it."
