Which of the following most accurately describes the problem?

AFTER the Transport UnderSecretary's statement about down-plating are we to take it that 38-tonne tractor units (at present down plated to 32 tonne) will be replated automatically at their annual test and pay road fund tax at the higher 38-tonne rate?

Will these 38-tonne outfits have to observe the sideguard regulations with every trailer they operate (ie, when they are operating with an old 271/2-tonne tandem axle trailer)?
