Which of the following most accurately describes the problem?

I HAVE READ with interest in various issues of your magazine transcripts of speeches by prominent people within the industry, in which they praise to the hilt the achievements of the MSC (Tops) courses. I recently tried to get on one of these courses and was told that no bookings would be taken for any course connected with the motor trade for at least two years.

Surely it is time the RHA or RTITB were given control of the necessary funding to offer better, more wide-ranging courses which don't depend on outside financing?

After being unemployed for 4 months I ended up paying for my own HGV 1 test and still can't find work. Any offers?
