Which of the following most accurately describes the problem?

THE FIRST National Bus Company urban minibus service in Norfolk started this week in Norwich.

Eastern Counties has replaced a half-hourly city service with a five-minute service which uses 16-seat Ford Transits. At peak times, the route uses nine minibuses, but only one hall-size bus has been saved meantime.

A second service is being considered, and this might he staffed by drivers transferred from conventional services.

The company declined to comment on the wage rates being paid to minibus drivers when asked by CM last week.

• East Yorkshire has introduced frequent minibus services in Bridlington and Hornsea marketed as "Little Buses".
