1 Three options to tackle inconsistency arising from seven different traffic commissioners:
• "Enhance the role" of the senior traffic commissioner if seven separate commissioners are to remain.
One traffic commissioner supported in each area by a regional licensing authority who would have the full powers of a deputy who would deal with decisions on licences. In effect, this would give more power to the civil service because the clerk and deputies would be able to call public inquiries. This would probably need a change in legislation. Currently the LA is required to call an operator to public inquiry. Under this proposal the deputies would not have a management function nor would the commissioner. The main role of the commissioner would be to "promulgate standards and guidelines to enable these decisions to be taken consistently and efficiently".
Make the seven commissioners part time. 2. Cut the number of traffic area office staff by 25% to 333.
3. A single, simplified application process across all offices.
4. The current eight offices to be reduced to six.
S. The six offices to be managed by a senior director responsible for quality and administration across the network.
6. Improved computerisation linking the office network with the VI.
