THE Under-Secretary for Transportation of the U.S. Department of Commerce has issued details of the Transportation Message," delivered to Congress recently as a . basis for future reforms in the field of public transport in the U.S. Recommended in this programme are freedom from minimum rate control for inter-city goods and passenger transport; support from the authorities concerned for "experimentation in rates and services" in the field of goods trans-port; the extension of user charges to water and air transport; the review of depreciation rates on transport facilities; the closing of loopholes in the common-, carrier system and increased action against illegal operation: the development of a new programme for mass urban transport, and a general transport research scheme_
