THREE uses of vehicles are to be I added to those already exempt from licensing under the Road and Rail Traffic Act. They refer to (a) pedestriancontrolled vehicles; (b) motorcycles and sidecar outfits for carrying tools or apparatus required by the driver for his business; and (c) utility vehicles used by doctors, dentists and veterinary surgeons to carry medicines, instruments or apparatus employed in their professional duties.
These changes are embodied in the draft Road and Rail Traffic Act (Exemption) Regulations, which have been circulated to interested organizations. They are not yet law.
New provisions are also incorporated to clarify the position concerning the towing of trailers behind private cars. They make it clear that where a trailer and its load are drawn for hire or reward, a licence must be held.
Another new clause exempts vehicles (mainly agricultural tractors) which now pay an annual tax of £2. When the tax was changed under the Finartm Act, 1950, the use to which these vehicles could be put was extended. These additional uses will qualify for exemption from licensing.
