• The FTA has welcomed the changes in the drivers' hours and records rules which the DoE is to propose shortly and which will prevent those engaged in international work from having to comply with different sets of rules depending on whether they are in this country, or on the Continent. Even so, states the FTA, the situation facing drivers engaged in international work will be so complex that it has asked that the Department's enforcement staff adopt a sympathetic and lenient attitude for an interim period.
The Association has pointed out to the DoE that although the proposed regulations allow the EEC control book to be used for purely domestic journeys, it is impossible to record certain features of the existing domestic rules such as on and off-duty breaks in the book. Concern has been expressed also at the attitude which enforcement staff will adopt where the duplicate driver's record has been destroyed as allowed in the regulations, with the result that there is no record of any checking carried out by the operator.
Clarification of the situation regarding exemptions from both the hours and records rules has been asked for.
