Which of the following most accurately describes the problem?

AT an early date it is the intention of the Minister of Transport to revoke the Motor Vehicles (Authorisation of Special Types) (Amendment) Order, 1943, which authorizes the use on engineering operations involving some road travel, of dumpers steered from the rear. The Minister gave a warning concerning this move in a letter dated March 28, 1946, to those concerned. The need for the concession arose out of war conditions.

Amendments of the Construction and Use Regulations with regard to springs and overhang have removed existing legal obstacles to the use of dumpers manufactured or converted so as to incorporate front steering. It is presumed, therefore, that the revocation of the above Order will not seriously affect the position.
