The service covers vehicle collection, the setting of work standards for journey planning and control, and the relation of payment of drivers to results. Relative to running times, Personnel Administration state that experience suggests that 24 m.p.h. is a suitable average speed for all main road journeys on which to base journey standards. They claim that ideally a 90 per cent. degree of vehicle utilization should be achieved, but that this must depend on the correct procedures being used, which would vary according to circumstances. It is the opinion of Personnel Administration that the following principles should form the
basis of the payment of drivers. An adequate flat weekly wage should be paid, irrespective of hours worked. Expense allowances for meals or nights spent away from home should be paid an determined by the journey planned.
