The proposals include the formation of local tipping groups based on a natural boundary basis with administration provided by RHA area offices, and of regional committees with membership elected from local groups and administration by head office.
Non-RHA members could participate on the payment of fees at local group level, but could not be members of either regional or national committees.
It is thought likely that the regional committees would be formed from the following RHA areas : 1—Devon and Cornwall, South and MidWales, Western area; 2— Southern area, Metropolitan and South Eastern area (part); 3—Eastern counties, Metropolitan and South Eastern area (part), East Midland area (part); 4—East Midland and West Midland areas, Yorks (Sheffield); 5—North Western (Eastern), North Western Yorks (Leeds), Yorks (Hull), Northern area (excluding Cumbria); 7—Scotland.
Observations from areas and RTS groups are to be sent to the RHA group co-ordination officer, Mr Kerril Spencer, by mid-February.
