Which of the following most accurately describes the problem?

ri0 additional eight-wheeled tippers m A licence were granted last week to William Dobson (Edinburgh): Ltd., when the Scottish Licensing Authority, Mr. W. F. Quin, completed the hearing of their case (The Commercial Motor, December 12). The company had asked for three of these vehicles.

They also wanted the normal user of their existing A licence to be amended to provide for the carriage of esparto grass to Kilbagie, near Alloa. This change, affecting 29 vehicles, was granted, leaving seven articulated outfits operating under the original user.

At the earlier hearing, Dobson's had been granted a new licence for three of their existing A-licence vehicles, allowing them to operate a regular service carrying fertilizers between the Scottish Agricultural Industries factory at Leith and 1.C.I., Billingham.
